Six months after winning the 74th Hunger Games, Katniss Everdeen and Peeta Mellark return home to their coal mining town in District 12. On the day Katniss and Peeta are set to begin a victory tour of the country, President Coriolanus Snow visits her. He explains that her approach to ending the last Hunger Games, where she and Peeta attempted a suicide pact after learning they could not both survive, inspired rebellions in the districts; he orders that Katniss not only convince the entire country of her and Peeta's love as the reason for their actions, but convince Snow himself.

74회 헝거 게임에서 우승하고 나서 6개월 후, 캣니스 에버딘과 피타 멜락은 12구역 광산마을에 있는 집으로 돌아온다. 캣니스와 피타가 전국을 도는 '우승자 투어'를 준비하던 어느날, 코리올라누스 스노우 대통령이 캣니스를 찾아온다. 대통령은 지난번 헝거 게임에서 캣니스가 게임을 끝내려 했던 방법을 거론한다. 당시 캣니스는 피타와 함께 두 사람 모두 살아남을 수는 없다는 사실을 깨닫고 나서 각 구역의 반란을 유도하기 위해 동반자살을 시도했었기 때문이다. 대통령은 캣니스에게 이번 우승자 투어를 돌면서 지난 게임에서 그런 행동을 했던 이유가 두 사람이 정말 사랑했기 때문이라는 것을 전국민에게 확신시켜야 하며, 동시에 자신에게도 확신을 주어야만 살아남을 수 있을 거라고 말한다.

The first stop of the tour is in District 11, former home of Rue, Katniss' 12-year-old ally who was killed in the previous games. After Katniss and Peeta voice their personal thoughts regarding both the districts' fallen tributes, a man in the crowd whistles the tune Katniss and Rue shared to ensure each another of their safety, and makes the three-finger salute of District 12. Everyone follows the man's example until a Peacekeeper shoots the man dead, leaving Katniss angry, afraid, and upset. Their mentor, Haymitch Abernathy, informs Katniss and Peeta that they must display their relationship for the remainder of their lives.

Katniss proposes a public engagement between herself and Peeta, which is carried out and celebrated at Snow's home in the Capitol. Upon returning to District 12, Katniss warns her close friend, Gale Hawthorne, of President Snow's threat to kill both their families.

캣니스는 피타에게 공개적으로 약혼식을 올리자고 제안한다. 그것도 캐피톨에 있는 대통령궁에서 약혼식을 거행하고 대통령의 축하를 받자는 것이다. 12구역으로 돌아오는 길에, 캣니스는 가까운 친구 게일 호손에게 대통령이 자기와 피타의 가족을 죽여버릴 수도 있다고 협박했다는 말을 건넨다.

Meanwhile, Peacekeepers crack down in District 12, causing Gale to be publicly whipped after attacking newly placed Head Peacekeeper Romulus Thread. That evening, Snow announces Panem's third Quarter Quell, a version of the Hunger Games every 25 years that contains a special provision: all tributes are selected from the existing pool of victors. Katniss immediately devotes herself to ensuring Peeta becomes the Quarter Quell's victor, should he compete in the games.

한편 평화유지군이 12구역을 무자비하게 탄압한다. 새로 부임한 평화유지군 대장 로물루스 스레드가 게일에게 반란을 일으키게 한 후 사로잡아서 공개적으로 처벌을 할 생각인 것이다. 그날 저녁, 스노우 대통령은 판엠에서 특별한 생존게임을 개최한다. 25년마다 개최되는 살육전이며 특별한 장비가 주어지는 대회이다. 참가자는 헝거게임의 역대 우승자 중에서 선발된다. 캣니스는 게임에 참가하게 된 피타의 우승을 돕기 위해 게임에 자원하게 된다. 

At the reaping, Katniss, the district's only living female tribute, and Haymitch are reaped by chaperon Effie Trinket. Peeta volunteers to take Haymitch's place and is sent directly to the train with Katniss, without a chance to say goodbye to their loved ones.

게임 참가자 추첨식에서 캣니스는 유일한 여성 조공인이었다. 캣니스의 보호자인 에피 트링켓이 참가자 추첨에서 헤이미치의 이름을 뽑자, 피타는 헤이미치 대신 게임에 참가하겠다고 자원한다. 그러고는 사랑하는 사람들과 작별인사도 나누지 못한 채 캣니스와 바로 기차에 태워진다.

Katniss and Peeta are taken to the capital city and are forced into training. The two of them are immediately wanted as allies by the majority of the tributes. Before entering the arena, as the pedestal rises, Katniss witnesses Thread and his men beating Cinna to death.

캣니스와 피타는 캐피톨로 이송되어 훈련을 받는다. 두 사람은 게임 참가자 대부분에게 협력하자는 제안을 받는다. 경기 시작이 임박하여 참가자들이 올라탄 받침대가 경기장을 향해 움직이는 도중, 캣니스는 평화유지군 대장인 스레드가 지난 헝거게임에서 자신의 의상 담당자인 시나를 때려 죽이는 모습을 목격한다.

As the games get underway, Katniss allies with Finnick Odair and Mags, both from District 4. Mags sacrifices herself early on when they are attacked by a chemical weapon making up of a fog of painful poisonous gas. The remaining trio rests in the middle of the forest where they are attacked by mandrills. During the attack the woman from District 6, a camouflage expert and drug addict, sacrifices her life for Peeta. After they escape the mandrills and rest at the beach, they are met by District 3's intelligent tributes, Wiress and Beetee, and District 7's female tribute, the cunning Johanna Mason.

경기가 진행되는 동안 캣니스와 피타는 4구역에서 온 피닉 오데어, 매그스와 연합한다. 매그스는 유독성 안개를 만들어내는 화학 무기로 공격을 받게 되자 일찌감치 몸을 던져 희생한다. 남은 세 명은 숲 한복판에서 개코원숭이의 공격을 받게 된다. 그 와중에 6구역에서 온 위장 전문가이자 마약 중독자인 여자가 피타를 살리려 목숨을 던진다. 개코원숭이의 공격에서 벗어난 일행은 해변에서 한숨을 돌리던 중, 3구역에서 온 지능이 뛰어난 조공인 와이리스와 비티, 7구역에서 온 교활한 여자 조공인 조안나 메이슨을 만난다. 

Wiress discovers that the arena is designed like a clock and every hour a specific attack occurs in its designated section. After Wiress' death, Beetee suggests a plan to electrocute the two remaining tributes outside the alliance, District 2's Brutus and Enobaria, using wire and a tree that is struck by lightning at noon and midnight, daily. When the wire snaps, Johanna attacks Katniss and cuts the tracker out of her arm. After recovering enough to track down Peeta, she attachés the remaining wire to an arrow and shoots it at the force field during a lightning strike, destroying the arena.

와이리스가 경기장이 시계모양으로 설계되어 있으며 매 시간마다 특정 구역에서 게임 참가자를 공격한다는 사실을 알아낸다. 와이리스가 죽은 후, 비티는 연합하지 않은 2구역 출신 조공인 두 명, 브루투스와 에노바리아를 감전시켜 죽이려는 계획을 내놓는다. 매일같이 자정과 정오에 번개가 떨어지는 나무와 전선을 이용하는 계획이었다. 그런데 전선이 그만 끊어지는 바람에, 조안나는 캣니스를 공격하고 무기에서 추적장치를 제거한다. 피타를 추적할 만큼 기운을 차린 캣니스는 남아있는 전선을 화살에 묶은 후, 방어막에 몸을 숨긴채 기다린다. 그리고 번개가 내려치는 순간 경기장을 파괴하기 위해 화살을 쏜다.

She awakens in an aircraft with an unconscious Beetee. Upon entering the cockpit she finds Haymitch, Finnick and Plutarch Heavensbee, the head game-maker, who reveals himself as an ally and a turnacoat-rebel against Snow. Learning she is on her way to District 13 although Johanna and Peeta were taken away by the Capitol, she attempts to attack Haymitch for not fulfilling his promise of returning Peeta home safely. Plutarch sedates her and she awakens days later with Gale by her side, who informs that her family is safe but District 12 has been destroyed by a government airstrike.

캣니스가 정신을 차린 곳은 비행기 안이었다. 옆에는 비티가 아직 의식을 차리지 못한 채로 있었다. 조종석으로 가보니 헤이미치와 피닉, 그리고 수석 게임기획자 플루타르크 헤븐스비가 있었다. 알고보니 플루타르크도 생각을 고쳐먹고 스노우 대통령에 반기를 든 협력자이다. 13구역으로 가는 길에 조안나와 피타가 캐피톨에 감금되어 있다는 말을 듣고, 캣니스는 피타를 집에 데려다주겠다고 약속하지 않았냐며 헤이미치에게 거칠게 달려든다. 플루타르크가 캣니스에게 진정제를 투입한다. 캣니스는 며칠 후 게일이 지켜보는 가운데 정신을 차린다. 캣니스는 가족들 모두 안전하지만 12구역이 정부의 공중 폭격으로 쑥대밭이 되었다는 말을 듣는다.
